Other factors are more important for Gulf hurricanes, wind shear, mid-level moisture and having pre-existing disturbances that develop once they reach the Gulf( or track into the Gulf from elsewhere). Pre-existing condition protections are now like motherhood and apple pie, but saying you're for them is different from having a plan to actually make them a reality, it's hard to do and involves trade-offs.
