I think what governors are agitating for are some clear guideposts that define what the on and off ramp is for this. When do we start to roll back this mitigation ? We don't have an agreed upon set of nomenclature and metrics for measuring that, what governors are sensing is that we need to agree upon a set of metrics -- when we're going to start to roll back these mitigation steps, and give people a light at the end of the tunnel.

No, I would not say that we are arguing that it's imminent because we're still pursuing a diplomatic solution to give the Russians an off-ramp. Our hope is that this will work and that Putin will understand that war and confrontation is not the path that he wants to follow, but he wants to take a path at diplomacy.

Preemptive sanctions are bad. The whole idea of sanctions are their deterrent effect. We want to make the calculation that President Putin faces one in which he has an off-ramp so he can de-escalate, but if he escalates, he faces significant negative repercussions.
