Maybe we can talk -- maybe we can talk about a billionaire saying that we should not raise the minimum wage or that we should cut Social Security, Medicare and Medicaid. If that's a way to beat Donald Trump, wow, I would be very surprised.

When Donald Trump , wow gets $ 800 million in tax breaks and subsidies to build luxury condominiums, that's socialism for the rich, we have to subsidize Walmart's workers on Medicaid and food stamps because the wealthiest family in America pays starvation wages. That's socialism for the rich. I believe in democratic socialism for working people. Not billionaires. Health care for all. Educational opportunity for all.

In Kentucky, we want more than to simply give someone a Medicaid card they can put in their wallet -- we want a program that focuses on actually improving health outcomes, and that is what Kentucky HEALTH was designed to do. Kentucky HEALTH is precisely in line with the objectives of the Medicaid program and squarely within the authority of the HHS Secretary to approve.

We will continue to defend our efforts to give states greater flexibility to help low-income Americans rise out of poverty, we believe, as have numerous past administrations, that states are the laboratories of democracy and we will vigorously support their innovative, state-driven efforts to develop and test reforms that will advance the objectives of the Medicaid program.

When Medicaid expansion first came up the opposition just really tried to paint it as' Obamacare' so there were a number of people who were opposed to it just because they thought it was' Obamacare,' what we have seen over the six years though is Kansans really understand better exactly what it is and how important it is that we do that.

Who are they asking to pay for it ? Middle class families like you, and the neighborhood I grew up in. Trading Medicare and Medicaid for tax breaks ? How is that going to help the people in this room or most of the people you live with ? How is that going to help this country ?

The number of calls we get are increasing. The severity of some of the problems we're seeing is increasing. Whether more people are calling because there's a greater awareness in the community or whether there's more problems, I guess it would be nice if we had information from [the Centers for Medicare and Medicaid Services] about that, but the fact of the matter is, we'll get six to eight calls a day in our law firm, certainly, there's good nursing homes out there, but there's also nursing homes that are focused on their profits as opposed to the care they're giving, and that's what we try to focus on to change.

Medicare pays about 60% of the cost of the flight; Medicaid pays 35% or less. Self-paid patients pay a few cents on the dollar, and that has led to a crisis of being able to sustain the service.

' Medicare for all' is not a bad idea. I ran the Medicare program, what I have said is we have to improve the Medicare program before we start giving it to all. It has no long term care. It has no home health care. It has no dental benefits. What you want is a comprehensive plan. In fact, Medicaid is more comprehensive than Medicare is.

The law provides that Medicaid providers must be paid directly and cannot have part of their payments diverted to third parties outside of a few very specific exceptions, this proposed rule is intended to ensure that providers receive their complete payment, and any circumstances in which a state does divert part of a provider’s payment must be clearly allowed under the law.

The Medicaid program was designed for aged or blind or people living with disabilities, pregnant women and children, but now that we've put all these able-bodied individuals (on Medicaid), the program needs to be changed to be more flexible. People that are living in poverty want a pathway out of poverty. They don't want to be in that situation. And so what we're trying to do with the Medicaid program, with allowing states to develop programs that give people an opportunity for job training, for community service … and giving them the skills that they need.

It’s a severe middle-class problem, middle-class people typically spend down their income and assets to reach Medicaid eligibility levels, or try to find a way to hang on to their assets - but there just isn’t much wealth to shield. So any bill that limits that deductibility is squarely nailing the middle class.

The government hasn’t done a very good job with the health care system it already runs, medicare is nearly $50 trillion in debt, there [are] still all sorts of problems with the VA system, Medicaid provides coverage that is barely better than being uninsured. So the government’s track record is not very successful.
