Here’s my reaction. And the reason I smile a little bit is anybody who’s actually done investigations knows that if you’ve been investigating something for almost a year and you don’t have a general sense of where it’s likely to end up, you should be fired because you’re incompetent, but after nine or ten months of investigating, it looked like on the current course and speed, this is going to end without charges. And so what will we do? Smart people, competent people plan ahead. If you’re going to charge you, you plan ahead. If you’re not going to charge, you plan ahead.

Some Republicans are hoping lawmakers will soon wrap up investigations into Russian meddling in the 2016 election that have dragged on for most of the year. But with new details in the probe emerging almost daily, that seems unlikely. Three congressional committees are investigating Russian interference and whether President Donald Trump’s campaign was in any way involved. The panels have obtained thousands of pages of documents from Trump’s campaign and other officials, and have done dozens of interviews. The probes are separate from special counselRobert Mueller’s investigation. Special CounselRobert Mueller can prosecute for criminal activity, while Congress can only lay out findings, publicize any perceived wrongdoing and pass legislation to try to keep problems from happening again. If any committee finds evidence of criminal activity, it must refer the matter to Special CounselRobert Mueller. All three committees have focused on a June 2016 meeting that President Donald Trump campaign officials held in Trump Tower with a Russian lawyer and others.

You examine a witness, you cross-examine the witness, you look for corroboration or contradiction, you don’t use anonymous sources and selective leaks and prejudge the outcome. What’s happening tomorrow, us interviewing a witness, is exactly what we should be doing. His statement is helpful, it provides a roadmap. I have additional questions both based on what he said and things that there were not said in his 11-page statement. But for those who are not used to seeing how the way investigations are supposed to be run, this is how they’re supposed to be done.

[Putin] managed to sow doubt about our electoral system. He managed to help defeat the candidate that he despised Hillary Clinton. But whether the President's conduct is or is not within the letter of the law is irrelevant; there's a really good reason why, for generations, presidents from across the ideological spectrum have respected the principle of not interfering in federal criminal investigations. That President Trump seems wholly indifferent to this principle, or the potentially devastating consequences of its demise, is the real scandal here. a prosecutor wouldn't make a decision on the basis of one hearsay line in a memo that has not been publicly available and that no one knows the context of.

During my tenure as DNI, it was my practice to defer to the FBI director -- both (former FBI) Director (Robert) Mueller and Director Comey -- on whether, when, and to what extent they would inform me about such investigations.
