I think that' locked and loaded' is a broad term and talks about the realities that we're all far safer and more secure domestically from energy independence, this is not the 1970s oil embargo. It's not 1990, when Iraq invaded Kuwait. We're now a net oil exporter, which means that the American market is much better protected.

China has made some more substantial inroads into the Saudi arms market, in particular selling armed drones, the details are shady and we may very well have underestimated China's role as an arms exporter to Saudi Arabia. But China doesn't come anywhere near the USA, United Kingdom or even France as arms suppliers. Still, the important point here is that Saudi Arabia has explored the possibility of diversifying Saudi Arabia supplier base.
