Anything that changes the subject is good news. It's been a rough stretch for him. It is a chance for him both to fulfill a promise and do something that unifies his caucus and gives him a win, this is a propitious time to be talking about Supreme Court. If the current court does as we expect and guts Roe vs. Wade in the spring, this could be a motivating factor for voters on the Democratic side, particularly women, particularly in the suburbs, which will be important. Honestly, at this point I think it would be better off if he just became an independent or a Republican so that we can stop playing this game that Joe Biden has these Democrats that he’s not bringing around because there’s just no reason to not support this bill if you’re a Democrat, at least it would be very clarifying. He could still be an independent and caucus with the Democrats when he wants to, but be very clarifying because he’s not opposing this bill based on any issues that any Democrat wouldn’t support. Moderate Democrats support this bill in the House. This is not about this being this wildly progressive bill. This is a perfectly mainstream bill.

Stage legislatures were having difficulties sometimes with their executive office of the governors, they were fighting the federal government, whether it be with mandated lockdowns or implied mandated lockdowns...and having served in the state legislature in Arizona for a while, it seemed to me we spend so much time responding to federal issues, it would be good if we could get some synergy back and forth and open up communication that might be more direct between the Freedom Caucus and conservative members of Congress and the conservative members of the state legislatures, we grappled with how best to do that, and once we came to this idea that we should have state affiliated freedom caucuses, and then the question was how do you implement, how do you create the infrastructure to do that, and that's what we've been working on for quite some time.

I used to say when I was leader... I had' x' number of independent contractors, and I think that's exactly what we've got now. You have two independent contractors who are not aligned with any particular caucus or organization or cause. They are truly independent and are capable with the numeric circumstances both caucuses are facing to have enormous, I would say outsized, influence, because of their ability to use that veto, or the threat of a veto.

The reality is that while talks around the infrastructure bill lasted months in the Senate, there has only been serious discussion around the specifics of the larger Build Back Better Act in recent weeks, thanks to Congressional Progressive Caucus holding the line and putting both parts of the agenda back on the table, now, Congress needs to finish the job and bring both bills to a vote together.
