One thing always leads to another on the Internet, and I ended up here. I certainly had never heard of scumber before, but I have an interesting thought. The discussion of scumbag indicated just guesses as to how it originated. I'll add one more: Since scumber is dung, then a scumbag could be a bag full of dung (excriment). When used to describe a person, it rather adds an even cruder meaning to just a low, crummy person.
