The prefix 'Pen' means head or top, and 'dragon' in ancient Welsh could loosely mean leader or warrior, hence denoting the highest authority.

Pendragon is far more likely to be derived from a direct translation to Wesh of the Roman Legio VI Victrix title "magister draconum" commander of the draconarii, the Sarmatian dragon standard bearers. Ranked just below tribune, he would be the highest officer to remain after the tribunes, legate and Roman legionaries left to fight the Visigoths. As a Roman citizen, Uther assumed the title after Ambrosius. When the emperor proclaimed that Britain take care of itself, the title lost meaning and was not taken by Arthur.
