Wikipedia
fixed-wing
A fixed-wing aircraft is a heavier-than-air flying machine, such as an airplane, which is capable of flight using wings that generate lift caused by the aircraft's forward airspeed and the shape of the wings. Fixed-wing aircraft are distinct from rotary-wing aircraft (in which the wings form a rotor mounted on a spinning shaft or "mast"), and ornithopters (in which the wings flap in a manner similar to that of a bird). The wings of a fixed-wing aircraft are not necessarily rigid; kites, hang gliders, variable-sweep wing aircraft and airplanes that use wing morphing are all examples of fixed-wing aircraft. Gliding fixed-wing aircraft, including free-flying gliders of various kinds and tethered kites, can use moving air to gain altitude. Powered fixed-wing aircraft (airplanes) that gain forward thrust from an engine include powered paragliders, powered hang gliders and some ground effect vehicles. Most fixed-wing aircraft are flown by a pilot on board the craft, but some are specifically designed to be unmanned and controlled either remotely or autonomously (using onboard computers).

All that's really gone is the fixed wing close air support attack jets, on the rotary side it's a substantially more formidable force than it was.
Japan does not have pilots with any experience landing fixed-wing aircraft on carriers. However, this new facility might offer the opportunity over time for Japanese to gain some familiarity with such operations alongside United States -- not only to utilize their own carriers, but for cross decking( sharing) with the United States, having Japanese F-35s on American naval vessels would be quite a signal.
Rotary winged aircraft are significantly less efficient at generating lift compared to their fixed wing counterparts [so] a viable 100 per cent solar rotary aircraft that can take-off and land vertically remains a major engineering challenge to date.
My fear is that public tolerance for a bad outcome is not like it was when we introduced the public to regular flight in fixed-wing aircraft. There were a lot of health risks at that time before we came up with things like pressurized cabins, before we came up with ways to mitigate the problems with traveling at altitude.
