    Winkler is a small city with a population of 10,670 located in southern Manitoba, Canada in the Rural Municipality of Stanley. As the largest city in the Pembina Valley, Winkler serves as a regional hub for commerce, agriculture and industry. It is Manitoba's sixth-largest city and the second fastest growing city out of nine in the province.
