There's so much weaselly language about how officers should you know, consider the totality of the circumstances or consider alternatives to chasing people, but there aren't enough black and white rules that officers must follow, and so you get officers in the split-second decision-making circumstances where if they haven't been trained on either yes chase somebody, or don't chase somebody under a circumstance, they are likely to make a wrong decision.

I understand, having investigated many of these shootings, that officers are in many instances called upon to make split second decisions, particularly in instances like this one where there's a gun, nonetheless, a traffic accident, a traffic incident should not result in the death of anyone. It’s just so hard to believe that somebody in a split second could take two lives and injure so many in just a short amount of time, i don’t know if I can go to court and see him.
