The three things that every school leader better pay a lot of attention to is we have limited time, energy and budget for safety, so we can’t afford to waste any of that. We can’t spend our budget or training time on something that we don’t have pretty good evidence actually bears fruit. With the caution that nothing’s going to be 100 percent. This idea that we’re gonna stop all school shootings; there’s just, no country has been able to do that.

It’s better to start enacting these reforms and start having less mass shootings than it is to sit in silence and do nothing, we’ve had bills like this introduced before in Michigan and sometimes they don’t get much traction, they don’t go very far, or they die in committee. I’m hoping that this time will be different.

Most of the shootings that we have here in New York City are done by teenagers, anywhere from 13 to 18, 19-year range. That's probably the bulk of it, some of it might be gang-related. Some of it might be drug-related. … It's a little hard to pinpoint exactly what the causes are. It just seems to be a lot of guns in the street with little fear of the criminal justice system.

There's slashings. There's shootings, my last email to the mayor's office was that, amongst other things, we just had a massacre in Texas, an unstable man who was ignored, but it's not like people didn't know he was unstable. We have a park of mentally unstable people currently slashing and shooting each other. What would make us think this wouldn't turn into something much more tragic ?

I think that’s counterproductive for a time when the city of Philadelphia is setting records for gun-related homicides and shootings.

It has an additive benefit that shouldn't be discounted or looked down upon because an academic study says this won't reduce crime by' x' percentage points, but we know for an absolute fact that guns are used in suicides, in homicides, and of course shootings. Those things, taking that weapon out of a place it's unwanted and unused, giving people a responsible method for disposing of it, have a benefit.
