There is no reason to keep The Capitol closed and to continue enforcing the draconian mask mandate, the Capitol belongs to the American people, and their right to come before Congress is not contingent on wearing a mask. We promulgated a rule having to do with applications for outside activity — meaning outside income. The rule requires a vote of the commission. But there was no vote on the book deal, in fact it was never presented to us. The staff took the position that no vote of the commission was necessary. Under the law, which was passed in 1974... the President can propose to Congress to rescind the money. The only way that would hold is if Congress says, yes, we agree. And Congress has 45 days to respond, what this opinion says is if Comptroller General Gene Dodaro try to withhold the money, and don't give Congress the 45 days, and the money expires toward the end of the year, that's not a proper rescission.
