Asking the questions is important because it frames the issue for the American people so that they can continue to reflect on it as they make decisions, i don't think we're going to see much in the way of success on oversight until we've got power to compel it. But in that case they use a wrong word. A law is a rule connected with an apparatus to compel obedience. Behind the law stand the court, the sheriff, the police, the hangman, etc., and who wants them? None, we guess.

If you're a ransomware actor, your goal is to inflict as much pain as possible to compel these companies to pay you, this is beyond cybersecurity only, this is now a cyber-physical event where actual, physical-world processes get halted. Iran's actions are conducted in a manner which are both understood by the world to be conducted by Iran, but not to the extent that the international community can justify a response. In this way, the actions are attributable but deniable, attacks against oil tankers produce tremendous publicity for Iran and raise oil prices. The latter has a direct, if temporary, impact on the economies of China and Western Europe, and Iran likely believes this will compel them to pressure the U.S. to make concessions to avoid future such attacks.
