As a big European Union member state, The UK could essentially call the shots. If it agreed with a Commission policy, it would say so loudly at European Union. If it disagreed, it could say so even louder and build coalitions with other like-minded member states. That was obviously never going to work with Boris Johnsons Brexit. The financial crisis has resulted in the renationalization of a lot of European policies. Foreign policy is one, the notion that foreign policy can be a driver of European integration is not very plausible. I don't think the trust is there.
