Roosevelt understood the deep implications and pre-empted Congress by establishing the War Refugee Board. The result was “Executive Order 9417” creating the War Refugee Board, issued on January 22, 1944.

You heard the president speak to this earlier in the week from Mexico City, just as you heard from the president, the secretary [ Blinken ] was surprised to learn that there were any government records taken to that office.
