Oh FFS, you miss the point completely. This is not a phrase that can be understood outside its original context. It certainly isn't appropriate for it to be given a "definition," because it was intended only as a joke. This phrase was the first line of a skit by 1960s British comedy show The Goons. It was a hilarious piece of nonsense verse that put contradictory and impossible things together in each line. People who are over 40 can remember it being recited from decades ago.
