The term "Hsian" does not have a general definition as it seems to be a personal name or possibly a misspelling of a concept/word from a specific context such as culture, geography, etc. It could be used as a variation or phonetic spelling of the Chinese city Xian. Also, it could be referring to a common Chinese surname often spelled "Hsien" in English. For an exact definition, more context would be needed.
