The territory within Panama, stretching along the course of the Panama Canal but excluding the sea port cities Panama City and Colon, which was exclusively administered by the U.S.A. (which appointed governors) under the 18 November 1903 lease treaty, even before the canal opened (in 1914), until the return of state control on 30 September 1979, after which only the canal itself remained under the US-controlled Panama Canal Commission till 1999.
Panama Canal Zone
The Panama Canal Zone is a 553-square-mile former unorganized US territory located within the Republic of Panama, consisting of the Panama Canal and an area generally extending five miles on each side of the centerline, but excluding Panama City and Colón, which otherwise would have been partly within the limits of the Canal Zone. Its border spanned two of Panama's provinces and was created on November 18, 1903, with the signing of the Hay–Bunau-Varilla Treaty. When reservoirs were created to assure a steady supply of water for the locks, those lakes were included within the Zone. On February 26, 1904, the Isthmian Canal Convention was proclaimed. In it, the Republic of Panama granted to the United States in perpetuity the use, occupation, and control of a zone of land and land under water for the construction, maintenance, operation, sanitation, and protection of the canal. From 1903 to 1979 the territory was controlled by the United States, which had built the canal and financed its construction. From 1979 to 1999 the canal itself was under joint U.S.–Panamanian control. In 1977 the Torrijos-Carter Treaties established the neutrality of the canal.
