  1. on-scene commander

    1. An individual in the immediate vicinity of an isolating event who temporarily assumes command of the incident. 2. The federal officer designated to direct federal crisis and consequence management efforts at the scene of a terrorist or weapons of mass destruction incident. Also called OSC.
