Smicards refer to minimum monthly wage earners in France in 1980s.
Even after the Socialist government's efforts to raise the monthly minimum wage, it was still just under 4,000 francs (less than US$450) a month for a worker in 1984. This figure is known as the SMIC (from salaire minimum interprofessionnel de croissance), and many (professional bicycle) racers are Smicards or only a bit better.
