grand jury
A grand jury is a legal body consisting of a group of citizens who are summoned and sworn in by a court to investigate potential criminal conduct and determine whether there is sufficient evidence to charge a person with a crime. This jury decides whether criminal charges should be brought, rather than deciding on a person's guilt or innocence, like a trial jury would. The grand jury can subpoena documents, physical evidence, and witnesses to testify during the investigative process. The proceedings are usually kept confidential.

Grand jury
A grand jury is not an arm of the court but "is an institution separate from the courts, over whose functioning the courts do not preside," that is empowered to conduct official proceedings to investigate potential criminal conduct and to determine whether criminal charges should be brought. The "grand jury" may compel the production of documents and may compel the sworn testimony of witnesses to appear before it. Currently, only the United States retains grand juries, although some other common law jurisdictions formerly employed them, and most other jurisdictions employ some other type of preliminary hearing. Grand juries perform both accusatory and investigatory functions. The investigatory functions of the grand jury include obtaining and reviewing documents and other evidence and hearing the sworn testimony of witnesses that appear before it. The grand jury's accusatory function is to determine whether or not there is probable cause to believe that one or more persons committed a certain offense within the venue of the district court. The "grand jury" in the United States is composed of 16 to 23 citizens. In Ireland, they also functioned as local government authorities. A grand jury is so named because traditionally it has a greater number of jurors than a trial jury.
The Nuttall Encyclopedia
Grand Jury

The way the case got from general session to circuit court was via criminal information, the criminal information is when a defendant will waive his or her right to be presented to the grand jury and that’s what happened here, so the case goes from general sessions to circuit court directly via the criminal information, and then that general sessions case has to be disposed of so the circuit court case can be handled, which is exactly what happened here on the same date.
Attorney General Gurbir S. Grewal:
I was deeply troubled to read the allegations contained in last month's Pennsylvania grand jury report, the report revealed that sexual assaults on children -- and efforts to cover up such assaults -- were far more widespread in Pennsylvania than we ever thought possible.
