    Electromagnetic pulse released above the athmosphere in a specific area via a hydrogen bomb would render all electrical and ecectronic equipment "fried", hense no water pumping or gasoline pumping, no cow milking units, no lights, no cars. Read the book "One Second After" and U will get the picture.
